Added:Aug 08, 2019 9:24 am STATEMENT OF WORK (SOW)1. Contract Title.Perform Annual Duct Cleaning in Selected Areas2. Background.The Chillicothe VA Medical Center (VAMC) requires internal cleaning of selected Heating, Ventilation, and Air Conditioning (HVAC) ductwork in Building 27 and 30.3. Scope.The work will consist of mechanically cleaning supply and exhaust ductwork associated with the Gastrointestinal Clinic (GI) in Building 27 and the supply ductwork associated with the Respiratory Isolation (RI) HVAC system located on the second floor of Building 30. All ductwork and associated components will be cleaned from the air handling unit to all terminal outlets. The work will be performed in Building 27 during the hours of 5:00pm to 6:00am. The work will be performed in Building 30 during the hours of 7:00am to 5:00pm, dependent on area availability determined by VAMC Nursing Staff. All work will be performed in close coordination with VAMC Engineering and Clinical Staff. All work to
be performed by certified Air System Cleaning Specialist(s) (ASCS) who have taken and passed the NADCA (National Air Duct Cleaning Association) certification examination.4. Specific Tasks.4.1 Task 1- Containment and Infection Control4.1.1- When practical, and to the greatest extent possible, all vacuum and collection equipment shall be located outside of the buildings. Where vacuum equipment is located inside, High Efficiency Particulate Arresting (HEPA) filtration shall be used for vacuum discharge.4.1.2- All diffusers, registers, terminal outlets, etc., shall be sealed with dust barriers consisting of duct mask, or some other type of impermeable plastic sealant or barrier, to prevent contaminants from entering the building atmosphere during the cleaning process. Portable or erected containments shall be used to remove duct barriers when work is completed. Portable or erected containments shall be used whenever work is performed above ceiling, as required by other sections of this SOW, or when specified by the infection control permit issued for this contract.4.1.3- All containments used or erected in VAMC areas shall be negatively pressurized to at least 0.02 inches of water column. All negative pressure devices shall filter contaminated air through a HEPA filter prior to discharge into the atmosphere. Contractor shall provide a manometer or other appropriate type of gauge for the verification of negative pressurization.4.1.4- Portable, pop-up, containment devices are preferred. Erected containments must be constructed from fire retardant plastic sheeting and constructed in a way to limit access. Tack (i.e. sticky ) mats shall be used regardless of the containment method used.4.2 Task 2- HVAC Ductwork Cleaning4.2.1- Access holes will not be cut into ductwork without the prior approval of the Contracting Officer s Representative (COR). If access holes are made in the execution of the contract the Contractor shall be responsible for professionally patching and sealing the hole(s) in the ductwork and the repairing of any damaged insulation upon completion of the cleaning and before returning the system to operational status.4.2.2- Antimicrobial agents such as sanitizers, deodorizers, or disinfectants will not be used in the ductwork or in any other component of the VAMC HVAC system.4.2.3- Biocides shall not be used in cleaning any HVAC system component, including the ductwork. Only mechanical agitation methods (i.e. brushes, whips, skipper balls , etc.) will be used to loosen contaminants in conjunction with vacuum cleaning methods.4.2.4- All work will be performed by a certified ASCS technician who has taken and passed the NADCA certification examination.4.2.5- Chemical sealants will not be used in facility ductwork or on any component of the HVAC system.4.2.6- Contractor will ensure that all contaminants and associated debris are removed from the VAMC in manner consistent with all applicable State and Federal regulations.4.2.7- A purge of the system shall be completed under a negative pressure of at least 0.02 inches of water column for a duration of at least sixty (60) minutes after all ductwork and terminal outlets have been cleaned, and before the HVAC system is returned to service. The HVAC system shall only be returned to service with the permission of the COR.Deliverables:Contractor will provide a report upon completion of the work. The report will contain-NADCA Certifications of field technicians.Areas cleaned with dates started and completed.Methods used in the cleaning of all HVAC components.Identification of any potential follow-up workAn electronic recording showing a remote visual inspection of the ductwork, both before and after cleaning.5. Performance Monitoring5.1- Performance will be monitored by routine inspection by the COR. Inspections may also be conducted by VAMC Infection Control, Environmental Management Services, and other affected services including Clinical Staff.6. Security RequirementsThe C&A requirements do not apply, and a Security Accreditation Package is not required. Contractor will not require access to VA sensitive information to fulfill the terms of the contract. Contractor will require access to the station and Building 27 and 30. All work in Building 27 and 30 will be scheduled ahead of work being performed.All ductwork and associated components will be cleaned from the air handling unit to all terminal outlets. The work will be performed in Building 27 during the hours of 5:00pm to 6:00am. The work will be performed in Building 30 during the hours of 7:00am to 5:00pm, dependent on area availability determined by VAMC Nursing Staff. All work will be performed in close coordination with VAMC Engineering and Clinical Staff.6.1- Contractor personnel shall be issued a temporary identification badge upon arrival at the VAMC. This badge must be turned in upon the completion of the contract.6.2- Contractor personnel will be escorted to the work areas initially by the COR or other Engineering Service employees.7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).7.1- COR shall provide architectural drawings of the HVAC system(s) to be cleaned. There is no guarantee that the drawings provided will be accurate.8. Other Pertinent Information or Special Considerations.8.1- Contractor shall be held responsible for any VAMC keys issued for the duration of the contract, under all applicable VAMC and Engineering Service policies. Contractor shall be given key control policies when issued facility keys.9. Risk Control9.1- A Pre-Construction Risk Assessment (PCRA) will be submitted by the COR prior to the commencement of the work. An Infection Control Risk Assessment (ICRA) permit will be issued by the VAMC Infection Control Nurse prior to the commencement of the work. Contractor shall adhere to the provisions of the ICRA, in addition to 4.1 Task 1- Containment and Infection Control, of the Statement of Work.9.2- It is prohibited to block or restrict any egress point, exits, sprinklers or other fire suppression equipment, smoke detectors, or any other building life safety feature with any equipment including constructed or mobile containments, work carts, negative air machines or ductwork. If it is necessary to do so to complete the work, the COR shall be notified and Interim Life Safety Measures (ILSM) shall be requested, issued, and implemented by the VAMC before the commencement of the work.10. Place of Performance.The place of performance shall be the Chillicothe VA Medical Center,17273 State Route 104, Chillicothe, Ohio 45601.11. Period of Performance.11.1- Work to commence within forty-five (45) upon receipt of the Notice to Proceed.12. Delivery Schedule.12.1- Deliverables shall be provided to the COR within forty-five (45) days upon the completion and acceptance of the work. The contractor will work with the COR to coordinate scheduling the work.
