The subject requirement is for the acquisition of NSN 1005-01-553-5797 which is a Drum Assembly, Ammunition. The required quantity is 5 EA with delivery to Susquehanna, PA  (W25G1U). The solicitation contains a 100% option. The approved source for the code and P/Ni is General Dynamics-OTS, Inc. (05606) P/N 10052596.  The proposed procurement includes items within the Federal Supply Class 1005. The Governments required delivery schedule is 540 days ADO.  The requirement will result in an award for DLA Direct stock. FOB is Origin in accordance with First Destination Transportation. Inspection/Acceptance at Destination applies.  The procurement will be accordance with FAR Part 15.   The solicitation will be available for download on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/on or about 8/19/19.  The solicitation can only be found by searching the RFP/IFB database in DIBBS.The proposed

contract is being solicited on an unrestricted basis using other than full and open competition and is not set-aside for small business.  One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979.  All offers shall be in the English language and in U.S. dollars.  All interested suppliers may submit an offer.  While price may be a significant factor in the evaluation of offers, quotations will be evaluated according to "Best Value" procedures on the basis of Price, Past Performance, Delivery and Socioeconomic.  An alternate source must submit data and be approved by cognizant Government engineering activity.Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item, However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice.There are no technical drawings/bid sets available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery.Specifications, plans, or drawings, related to the procurement described are not available and cannot be furnished by the Government.  This acquisition is for supplies for which the Government does not possess complete, unrestricted technical data.  Therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304c(1).
