Added:Apr 05, 2019 2:51 amMarket Research Electricity 2019This is a Request for Information (RFI) to conduct market research relative to determining the availability and feasibility of a contractor performingelectricity supply services to the United States (US) Air Force premises located in Germany as shown in paragraph 3 belowbeginning 01 January 2020.These services encompass the management to provide electric services. The contractor is required to furnish all personnel, materials, equipment, tools, supervision, permits, fees, licenses, and other items and services required to provide electric services. No logistical support will be provided by the US Government. Electricity supply services will be provided in accordance with (IAW) commercial standards, practices, and local host nation regulations.Please be advised this is not a solicitation for work, nor is it a request for proposal and the government is not committed to award a contract pursuant to this RFI. The information
received from this RFI is for planning purposes only and will assist the US Government in planning an acquisition strategy and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. (Reference FAR, Subpart 7.3, Contractor versus Government Performance and OMB Circular A-76). This market research will determine the most suitable method for acquiring electric services. Market research results should determine commercial practices for the method of contracting, performance standards, and the methods of inspection, innovations and ideas for electric services.1. Anticipated Contract:Fixed Price to include the energy price and the corresponding costs for net connection, net usage and connection usage of the respective net operatorNote: The government reserves the right to award multiple contracts or one contract to one contractor for all 6 places of performance (including a total of 20 individual service locations), as listed in paragraphs 3(a) - (f) below, if it is determined to be in the best interest of the government.Explanation:Multiple contracts: Awarding one or more contracts to one or more contractors (Variant 1 (V1): Providing a unit price for each place of performance/service location)One consolidated contract covering all places of performance: Awarding one contract to one contractor (Variants 2 & 3)Variant 2 (V2): Providing one unit price for all 20 service locationsVariant 3 (V3): Providing one unit price for all 20 service locations for the entire contract lengthVariant 4 (V4): Your recommendation - In case you add an own recommendation, please explain your rationale within a separate tab in the Price Schedule (Atch 1).2. Period of Performance: Estimated 2 years beginning 01 January 20203. Places of Performance:Services may be required at the following six US Air Force places of performance, including the 20 individual service locations summarized in Attachment (Atch) 1 - Price Schedule. The total annual electricity consumption is estimated to be approximately 227,063,000 kWh. For further technical details, please refer to Attachments (Atchs) 2AA-2FA entitled "Technical Specifications" as follows:(a) Ramstein (Atchs 2AA - 2AG)(b) Kaiserslautern-West (Atchs 2BA - 2BB)(c) Spangdahlem (Atchs 2CA - 2CG)(d) Zweibrücken (Atch 2DA)(e) Landstuhl (Atchs 2EA - 2EB)(f) Geilenkirchen (Atch 2FA)4. Delivery Requirements:The Government is neither obligated to use, nor is it restricted to the indicated estimated consumption identified in paragraph 3.5. Special Information:(a) All costs incurred by the contractor in connection with this Request for Information shall be borne by the contractor.(b) Renewable Energy: The electricity supplier shall comply with the renewable energy law (Erneuerbare Energien Gesetz/EEG) by all means. Regarding the percentage of renewable energy, the supplier shall prove the percentage according to their commercial practice (e.g. pie chart).(c) Termination: The US Government reserves the right to terminate pertinent contracts for political or military reasons, at any time, partially or in its entirety, with a ninety (90) days written termination notice.(d) The contractor or the US Government may agree to supplement the facilities by means of combined heat and power generation (co-generation) or using renewable energy sources.(e) Invoices: For the Spangdahlem area (Atchs 2CA-2CG) final annual invoices have to be prepared similar to the sample enclosed as Attachment 5 to this RFI.(f) Price Schedule: For comparison purposes only the consumption unit price/energy price (excluding all taxes) shall be inserted on each sheet. All surcharges are fixed per law and in accordance with the current prices of the respective net operator price sheets and cannot be modified by the prospective offeror/future supplier. For the future years, they are subject to economic price adjustment, depending on the actual costs of the net operators.(g) Electricity Meter Management: All electricity consumption / metering data of all advanced meters (RLM/registrierende Leistungsmessung) shall be managed by the future supplier. To verify utility invoices by US Government, the meter consumptions and load profiles for each service location shall be accessible for the US Government at the supplier's online-portal. Data shall be generated as table or graphic and shall be downloadable. Access accounts shall be generated for Ramstein Base Civil Engineering (BCE) as well as Spangdahlem BCE.6.
