Scope of Work:
Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services and incidentals for Phase 1 of the Rental Car Center (RCC)  Cypress Garage, the associated Pedestrian and Vehicular Bridge, the adjacent Fuel Farm, Hibiscus Garage, Palm Garage and Energy Building.
 
This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.
 
Workforce One Investment Program applies to this contract.

County/State License Requirements:
In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements).
 

Bid Guaranty:
Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements).

Questions and Answers:
The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via BidSync.
 
Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the

5. Revised SheetCFS1.0

a. Amend general scope of work note #7 to read asfollows:

7. Modifications to the existing fuel system that disrupt site operations must be coordinated with the Owner.

1. Work shall be scheduled to minimize disruption to the tenants and minimize system downtime.

2. All three main fuel lines from the underground storage tanks shall remain 100% operational duringconstruction.

3. Active tanks must remain accessible for fuel deliveriesduring construction.

4. No more than one dispenser isolation valve sump (MVS-1 through MVS-
12) can be shut down at a time.

5. Dispensers shall not be removed from more than one fuel island at a time.

6. Special coordination will be required for dispensers DISP-1 through DISP- 8 as well as dispensers DISP-62 and DISP-63. These serve smaller tenants who are significantly affected by an outage. These dispensers shall be scheduled toward the end of theproject.

7. Revised Spec 335710

a. Add Paragraph 1.04.A as follows:

A. Work Plan
1. Due to the critical nature of several aspects of this work for the Owner, Contractor shall submit a brief written work plan which includes the following:

a. Sequence of construction including timing and duration ofoutages.

b. Safe work practices to be employed especially during portions of the repair process where tank fuel and vapor is exposed.

c. Sequence of work steps for an individual tank pump and sumpr epair.

d. Sequence of work steps for an individual dispenser sumprepair.

f. Foreign material exclusion (FME) practices to prevent contamination of fuel when pumps are being removed and inserted on the tanks.

g. Any resources required from theOwner.
 

2. Work plan shall be submitted a minimum of two weeks prior to the start of work.


5. Existing paragraphs 1.04.A and 1.04.B are renumbered to 1.04.B and 1.04.C respectively.
