Feb 20, 2019 7:02 am The United States Coast Guard announces its intent to enter into a contract on a sole-source basis in accordance with FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance will be one (1) twelve (12) month base period with two (2) twelve (12) month option years. The anticipated start date of the period of performance will be, 6 May 2019. The selected contractor must be able to provide support services immediately at the beginning of the period of performance.
The primary place of performance under this task order shall be the USCG facilities located at 2703 Martin Luther King Jr. Ave SE Washington, DC 20593.

The anticipated award to Techne, Inc. is to procure Contractor services to further develop a Business Intelligence (BI) material

solution utilizing the Acquisition Directorate's (CG-9) existing Business Intelligence System. The System utilizes SAS Financial Management Version 5.5 to include extraction of data from supplemental schedules and configures data for use in automatic metric loading using SAS Strategy Management 5.5 and 5.6.
CG-9 is responsible for providing data-driven metrics to ensure that the Coast Guard is promoting projects with the requisite technical, contracting, and program management skills to deliver best-value systems and assets to Coast Guard operating forces. The Coast Guard currently has an existing system in place that is utilized to integrate this requirement. The Acquisition Directorate has deployed and is operating a comprehensive Acquisition Performance Management system using commercial off-the-shelf (COTS) BI software. The performance management system known as the Acquisition Performance Management System (APMS) is the SAS-based BI system consisting of enterprise business intelligence, data integration, and performance management components. APMS receives data from multiple sources both internal and external to the Coast Guard and displays the information for executives and managers through a portal, web reports and metrics.
The United States Coast Guard is aware of no organization, other than Techne, Inc., that can provide the support services required. The SOW requirements can only be fulfilled by a contractor with a strong background in the extraction of data from supplemental schedules from SAS Financial Management 5.5 and configuring that data for use in the automatic metric loading using SAS Strategy Management 5.5 and 5.6.
However, any organization (other than Techne, Inc.) who believes that it is capable of providing support services for this effort shall e-mail a capability statement to Leslie.A.Kenser@uscg.mil and Ryan.W.Shaughnessy@uscg.mil no later than 4:00 PM EST March 7, 2019.

• Working with SAS 9.4 Maintenance Pack 5.
• The extraction of data from supplemental schedules from SAS Financial Management 5.5 and configuring that data for use in the automatic metric loading using SAS Strategy Management 5.5.
• Developing training materials and the instructing people in the use and operations of SAS Financial Management 5.5 and SAS Strategy Management 5.5.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
