Army Corps of Engineers has been tasked to solicit and award a firm-fixed price contract for Construction of a Multi-purpose Training Complex (MPTC), at Fort Irwin, CA.The National Training Center (NTC) is considered the premier training facility for the Army. Each month a new Rotational Training Unit (RTU) rolls into Fort Irwin to acquire their Brigade Combat Team (BCT) training through tough, realistic land operations with their unified action partners to prepare the BCTs and other units for combat while taking care of soldiers, their families, and civilians.Fort Irwin currently has a Multipurpose
Training Range (MPTR) which is setup by hand as necessary to train units. There is currently no reliable capability to train crews to maneuver and engage moving targets. This project is required to train and test crews and dismounted infantry squads on the skills necessary to detect, identify, engage, and defeat stationary infantry and stationary/moving armor targets in a tactical array. It will provide both armor and infantry crews the opportunity to maneuver and engage moving targets.Project Description:The MPRC satisfies the individual and collective training and qualification requirements for armor, infantry, and aviation crews/platoons. This complex supports dismounted infantry tactical live fire operations independently and with supporting vehicles. This range supports individual and collective training and qualification for platoons, sections, teams, and crews on the skills necessary to detect, identify, engage, and defeat stationary and moving armor and infantry targets in a tactical array. With all fully automated targets, the event-specific target scenarios are computer driven and scored from the range control tower. Captured audio/video are then compiled and available to the unit during the AAR.Construct a standard Multi-Purpose Range Complex (MPRC). Primary facilities include a 3-lane (6 course roads) with midpoint crossover capability MPRC, concrete bore sighting area for all machine gun and main gun with access to and from the main firing line, bore site panels, range operations control area, control tower, after action review building (large), operations/storage building (large), bleacher enclosure, covered mess, latrine (aerated vault type), ammunition loading dock, unit staging area, and bivouac area. Targetry layout for the MPRC will ensure capability to meet MPMG Heavy (0.50 cal) qualificaiton requirements.Supporting facilities include electric service, site improvements, and information systems. The existing site is limited in facility and component re-use other than utilizing the existing target berms as potential borrow sites. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Sustainability/Energy measures will be provided. The total contract performance period is 730 calendar days.Minimum capabilities required include, previous experience of projects similar to magnitude and complexity.Interested sources shall submit a capability statement demonstrating their ability to perform the work as described above. Manage subcontractors, prepare and comply with various environmental and construction permits (including California), and capacity to execute this project with other ongoing construction contracts.5. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects that are complete or at least 50% construction complete and that ran concurrently within the past six years. The past performance information should include project title, location, general description to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Projects examples MUST range from $15,000,000 to $40,000,000 with AT LEAST one (1) project in excess of $25,000,000. Lastly, one (1) project must have occurred on a military installation.Responses should be submitted to Lucia A.
