This RFI should not be construed as a solicitation or as an obligation on the part of the Federal Government, the National Institutes of Health (NIH), or the National Cancer Institute (NCI).The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining
the appropriate acquisition method.NAICS Code and Size Standard: In the event a Request for Quote (RFQ) is issued, North American Industry Classification System (NAICS) code 511199 - All Other Publishers with a size standard in number of employees of 500 is being considered.As a result of this Request for Information (RFI) Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Request for Information Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI) Radiation Epidemiology Branch (REB), Division of Cancer Epidemiology and Genetics (DCEG) provides research to identify, understand, and quantify the risk of cancer in populations exposed to medical, occupational, or environmental radiation, and to advance understanding of radiation carcinogenesis.ScopeThe NCI seeks to publish a monograph on Epidemiological Studies of Low Dose Ionizing Radiation and Cancer Risk as a special supplement in a high impact journal of at least 11 points ranking.Contract Requirements/ And Personnel QualificationsThe Contractor personnel shall have experience copying, editing, reviewing and publishing low dose radiation related manuscripts.The Contractor shall: • Review the six manuscripts that the NCI Technical Point of Contact (TPC) will provide;• Copy, edit, typeset, and proofread the manuscripts;• Print, bind and mail 25 copies to the NCI TPC as well as all journal subscribers;• Make the publication available online to the public.Report(s)/Deliverables and Delivery ScheduleAll of the proofs for the six manuscripts will be submitted in electronic format for review and comments by the Principal Investigator and the NCI TPC. Thereafter, the edited copies of the proof will be returned to Contractor for update, print and online publication within 30 days of receipt. The Contractor shall then submit 25 bound copies to the NCI PI/TPC.The Contractor shall provide the following deliverables in Microsoft Word format to the NCI Technical Point of Contacts (TPC):  DELIVERABLE DELIVERABLE DESCRIPTION / FORMAT REQUIREMENTSDUE DATETask 4.2.1-4.2.2Proofs for the six manuscripts in electronic format   8 months after awardTask 4.2.3-4.2.425 bound copies of the published monographOnline link for the published monograph9 months after award of contract Section 508 Training material guidelines of the revised 508 Standards apply as follows:E.205 Electronic ContentE205.3 Agency Official Communication. Electronic content that is not public facing shall conform to the accessibility requirements specified in E205.4 when such content constitutes official business and is communicated by an agency through one or more of the following:A. Page Limitations:Interested qualified business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Responses will be reviewed only by NIH personnel and will be held in a confidential manner.2. Due Date: Capability statements are due no later than 11:00 a.m. EST on April 24, 2019. 3. Delivery Point:All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
