INTENT The purpose of this RFP is for Maricopa County (County) to receive comprehensive proposals that demonstrate the Offeror’s ability to reliably provide cost-effective Human Resource Information System (HRIS) and related services.  This RFP includes information regarding Maricopa County’s current HRIS and future state vision, pricing guidelines, functional requirements, technical requirements, and service level requirements.
 
Offerors are expected to review the material in the RFP and attachments and submit a proposal that provides sufficient information to be able to evaluate the

proposal in accordance with the selection criteria.  Offerors shall fully disclose all possible costs and identify any areas where further detail is needed to arrive at an accurate cost.
 
The Human Resources Department (Department) desires to solicit proposals for the subscription, implementation, and continued support of an Enterprise HRIS through Software as a Service (SaaS) or cloud computing to replace the existing core HR/Payroll, Time and Labor applications and with the option of incorporating supporting systems for Onboarding, Performance Management, Learning Management, Recruiting & Talent Management, Compensation, and Benefits Administration. The County is seeking proposals that incorporate all or most of these systems, however, the County may choose to only implement the core HR/Payroll, Time and Labor applications due to the overall cost.
