The Master Musician shall recruit, train, rehearse and schedule all of musicians who will be performing in the multiple chapel services throughout the USAG-RP. The Contractor will ensure that all musicians: 1) shall capably play appropriate preludes, interludes, offertories and postludes in support of worship services and other special events; 2) provide the music and lead congregational singing; 3) perform special selections as identified by the Chaplain in charge of the service; 4) rehearse planned selections with choirs, soloists, groups or ensembles that require accompaniment and will be performing at future scheduled events. To do so, the contractor must coordinate with each of the Chaplains in charge of each service to ensure that the music, style and particular selections fit with the Chaplains intent to provide worship for the congregation. In the past, some musicians have been sub-contracted by the contractor to provide the music.Answers to Questions: The Master Musician must
recruit, train, schedule worship teams for each service. That includes recruiting volunteers, and paying musicians, if necessary as part of the contract price. Of the congregations, some have musicians currently and some do not. But, because we are coming into Permanent Change of Station (PCS) season, and estimated 1/3 of the congregation and musicians will leave this summer and the recruiting will begin again. Since the congregations are not in the same place, but spread over the whole USAG Rhineland-Pfalz, it would be unlikely that the same worship teams cover more than one service. There is no restriction on recruiting military and/or civilians for volunteer or paid positions.AMENDMENT 2 - Change Closing date to Tuesday, 30 April 2019, 1500 hrs. CETQUESTIONS 2:Four additional questions have been received and answered below:Q1. Can you confirm that a CAGE Code is not necessary based on the solicitation excerpt below (from page 2, para 6):6. ....CAGE Code (unless Vendor is quoting as an individual), Federal Tax ID Code number (SSN for individuals), and a signed and dated quotation and acknowledgement of receipt of the RFQ/solicitation and All Amendments.A1. Vendors offering a quote as an individual are not required to be registered in SAMS. However they will be required to be registered in SAMS and WAWF in order to receive payment if awarded the contract.Q2. Can you elaborate on what the "Contractor Manpower Reporting" (CLIN 7500) is?Is Contractor Manpower Reporting a one-time annual submission of the subcontracts? Or is it a summary roll-up of the projected salary paid specifically to the Chapel Master Musician (as opposed to what the CMM pays to the subcontractors)?A2. Contractor Manpower Reporting is a one-time annual report of the hours spent accomplishing the tasks of the contract. From page 62 of the contract in the Performance Work Schedule:CLIN 7500: CONTRACTOR MANPOWER REPORTINGThe contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract Master Musician (Musician Coordinator) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on the "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contract services.Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on the "Send an email" which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component's CMR websiteQ3. Are all transactions calculated and paid in US Dollars? I'm asking because the former CMM calculated the subcontract in Euros.A3. This will be determined by the vendor and the currency (euros/dollars) the quotes are submitted in. If the Prime Contractor subcontracts part of the work to another individual, it is the Prime's responsibility to determine pay rate and currency.Q4. Does the job require a re-submission or re-bidding of the contract each year?The Contract resulting from this combined synopsis solicitation will be for 12 months only. Per AR 165-1 Religious Support - Army Chaplain Corps Activities which governs the Chaplains' operations allows only 1 year contracts.
