 Sources Sought (Request for Interested Manufacturers)FROM:  Michelle Privette, 408 SCMS/GULBTO:     DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION:  Robins AFB, GA 31098-1813FBO Post Title:  Request for Interested Manufacturers ALR-56M Non-crystal oscillator 5955-01-362-4598SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ALR-56M Non-crystal oscillator NSN 5955-01-362-4598.   ITEM DESCRIPTION The ALR-56M Advanced Radar Warning Receiver (ARWR) continuously detects and intercepts Radio Frequency (RF) signals in certain frequency ranges and analyzes and separates threat signals from non-threat signals. It displays threat signals to pilot on a priority basis and provides efficient and effective logistical support to the using command activities for the system. The ALR-56M Non-crystal Oscillators are critical

application items within the overall ALR-56M System.   Impediment to Competition:  The Government does not own Source Control Drawings (SCDs) or level III engineering drawings. We have configuration control but we do not have an adequate data package for competition. Both repair and production are currently accomplished by L-3 Communications Corporation. Research has identified L-3 (CAGE 99899) as the only currently qualified source listed on the source control drawings with the unique experience, expertise and relationships to satisfy the Government's requirements of this highly specialized item. The government does not possess the detailed engineering information that would enable a new vendor to successfully develop a production and testing methodology for these items. The fact that the Government does not possess a full data package precludes a full and open competition for the production of items.   INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to L-3 Communications Corporation for the manufacture of ALR-56M Non-crystal Oscillator 5955-01-362-4598EW. Other interested parties may identify their interest and capability to respond to the requirement no later than 24 April 2019 by emailing Michelle Privette at michelle.privette@us.af.mil and/or Charles Massey at charles.massey.3@us.af.mil.
