Request for Information - Alternative Technology for Demilitarization of Conventional Ammunition and MissilesThis is a request for information (RFI) only. This RFI is for the purpose of conducting market research to provide data for planning purposes. These plans are to incorporate future demil capabilities at either our organic or commercial facilities. This RFI synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.All potential sources with the capability to provide the requirements referenced in this RFI are invited to

The Environmental Protection Agency (EPA) published a proposed rule on 20 March 2024 which proposes revisions to standards for the OB/OD of waste explosives. The proposed rule can be found in the Federal Register (Document ID EPAHQ-OLEM-2021-0397-0001. The proposed rule contains requirements for the conduct of Alternate Treatment Technology Evaluations and includes the provision for permitting of OB/OD units under a proposed subpart Y permit. These proposed changes are intended to further decrease or eliminate the use of OB/OD and ensure the use of OB/OD only in cases where the waste explosives “cannot safely be disposed of through other modes of treatment” (45 FR 33217, 19 May 1980; 40 CFR 265.382). PurposeThe Product Director Demilitarization (PdD Demil) and Demilitarization Enterprise (DE) mission is to conduct lifecycle management safely and efficiently for and demilitarize the Nation’s stockpile of obsolete and non-serviceable munitions. The Army is dedicated to protecting human health and the environment by handling, storing, and destroying excess, obsolete, and unserviceable munitions safely and in an environmentally responsible manner. A Demil Enterprise Alternate Technology Evaluation and Implementation Strategy Integrated Process Team (Alt Tech IPT) has been established to conduct evaluation and strategy development activities for the implementation of alternative technologies across the seven (7) organic demil depot locations in the continental United States that meet the requirements of the DE and its demil execution mission, as well as these evolving environmental regulations. As part of the Alt Tech Evaluation, the DE is conducting market research to identify potential sources and gain interest from vendors with the capability to provide closed disposal demilitarization capabilities to help meet future demil execution goals through alternate technologies.WasteExplosive waste required to be treated by an alternate technology includes: energetics, munition components, conventional ammunition, and explosives contaminated material that is generated during demil operations.RequirementsThe DE seeks to identify qualified, experienced, and interested businesses capable of providing demilitarization technologies and addressing the following requirements:Recommendation for potential mature closed disposal technology(ies) required to process, handle, decontaminate/treat conventional or missile demilitarization.Recommended type of air pollution control devices for the technology recommended above.Recommended disassembly, size-reduction, and/or pre-processing techniques needed to support the recommended technology.Provide a list of required environmental permits for the technology recommended above.Determine whether the recommended technology can treat Toxic Substance Control Act (TSCA) regulated materials or emerging chemicals of concern such as PFAS (per – and poly-fluoroalkyl substances and/or asbestos containing materials (ACM).Provide rough order of magnitude (ROM) pricing to design and build recommended technology.Provide an estimated schedule to design and build the recommended treatment technology.Provide an overview of the capabilities and your firm and experience with treating explosives, explosive waste, and /or munitions.Provide an overview of your firm’s capability to attain the required environmental permits for the recommended treatment technology(ies).Inclusion of diagrams and figures are encouraged.
