INTRODUCTIONTHIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the work of the National Institute on Minority Health and Health Disparities,(NIMHD) intends to award a purchase order without providing for full and open competition to Ethnicity & Disease, Inc., 9812 Sherwood Farm Rd, Owings Mills, Maryland 21117 for the Publication of supplement to Ethnicity & Disease.The National Institute on Minority Health and Health Disparities, NIH, supports developing a print plus online supplement of approximately fifteen papers to solicit input from the scientific community highlighting the progress researchers have made on the constructs of racism and discrimination and their impact on minority health and health disparities. The idea for a supplement emerged from the 2017 NIMHD

workshop on this same subject. The workshop was limited to a small number of invited researchers. The supplement will allow the NIMHD to engage a greater portion of minority health and health disparities researchers to contribute to highlighting the advances and challenges associated with these fundamental constructs and minority health and health disparities.The National Institute on Minority Health and Health Disparities, NIH, supportsdeveloping a print plus online supplement of approximately 112 pages to advancethe development and use of structural racism/discrimination as a researchconstruct.NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODEThe intended procurement is classified under NAICS code 424920 with a Size Standard 200.REGULATORY AUTHORITYThe resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2005-95 effective 19 Jan 2017.
