Hazardous Waste Services (HWS) in Turkey

Added:Feb 07, 2019 7:59 am This solicitation or Request for Proposals (RFP), SP4520-18-R-0005, addresses Pre-Solicitation Notice released on 6 Sep 2018.The USG is seeking a five (5) year non-personal services IDIQ contract (one Base Period year + four Option Ordering Periods) for the inspection, packaging/repackaging, loading, unloading, containerization, removal, transportation, storage, recycling, reuse, recovery, treatment, and disposal of hazardous and regulated substances from United Stated Government (USG) and Allied Forces Installations in the Republic of Turkey (Turkey).The majority of hazardous/special waste for which services are required under this contract will be generated at Incirlik.Additional services include laboratory analysis and waste reports.The removal, transportation, storage, treatment and disposal of wastes offered under this contract are to be performed in accordance with Turkish and international environmental, safety and health laws and regulations;

international agreements governing the generation, storage, transportation and disposal/recycling of dangerous goods; and in conformance with industry standards that minimize risks to human health and the environment. These standards apply not only to the country in which the waste is generated, treated and disposed, but also any transit countries through which the waste is transported.Interested offerors must have a working knowledge of current transportation, treatment, and disposal of HW laws and regulations in Turkey, to include the proper interface/application of the online Waste Management Model of Turkey (MOTAT) system IAW the PWS.This is a full and open competition RFP.The close date for technical and priced proposals is 11 March 2019, 1200 (Noon) Central European Standard Time (CEST).This solicitation is anticipated to result in a long-term contract (LTC) award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s) to either one or more contractor(s).The anticipated LTC service contract anticipates a 12-month base period ordering period and four (4) 12-month option periods.Performance will be requested by issuance of written task orders against the basic contract.The final contract award will be based on a combination of price and other factors as described in the solicitation.
