BRIEF DESCRIPTION: The Board of Certified Real Estate Appraisers proposes to update regulations regarding qualifications for appraisers, continuing education, and Appraisal Management Companies.The Board of Certified Real Estate Appraisers (Board) proposes to adopt regulation changes in Title 12, Chapter 70 of the Alaska Administrative Code including the following:1.
12 AAC 70.108. Work experience requirements for real estate appraiser certification, is
    proposed to amend the date of the appraisal experience in compliance with the Uniform Standards
    of Professional Appraisal Practice (USPSP), and repeal subsection (c) regarding the maximum
    amount of experience in a 12-month period.

12 AAC 70.110. Verification of work experience, is proposed to be changed to amend the work
    experience verification requirements.

12 AAC 70.150. Application deadline, is proposed to repeal the deadline for filing of an
    application for board
review.
4.
12 AAC 70.160. Real estate appraisal management company registration, is proposed to amend
    the controlling person and owner requirements.
5.
12 AAC 70.165. Real estate appraisal management company and panel standards, is proposed
    to amend the requirements for notification of a change of employee, and by adding a new
    subsection for removal of an appraiser from an appraiser panel.
6.
12 AAC 70.175. Annual reporting and federal registry requirements for appraisal management
    companies, is proposed to amend the language of a qualified transaction.
7.
12 AAC 70.200. Application for continuing education course or seminar approval, is proposed
    to be amended by adding a new subsection for approval of a continuing education course approved
    by the AQB or the IDECC.
8.
12 AAC 70.220. Hours of continuing education required, is proposed to amend the continuing
    education requirements, and includes removing the limit of distance education during the current
    renewal period due to the COVID-19 public health emergency.

12 AAC 70.935. supervision of trainee appraisers, is proposed to amend the requirements for
    supervisory appraiser determination of trainee competency.
10.
12 AAC 70.990. Definitions, is proposed to be changed by adding a definition for "covered
      transactions".
