The US Army Contracting Command-Redstone (ACC-R) , anticipates a sole source IDIQ type, Cost-plus- fixed-fee contract with Modern Technology Solutions, Inc. (MTSI), 5285 Shawnee Rd STE 400 Alexandria, VA 22312-2328 CAGE Code 0X988 for the Development, Operations, Maintenance and Support (DOMS) System of Systems Element Simulation (SSES) for System Simulation Software and Integration (S3I) Directorate, to increase the labor hours and material/travel cost amounts on the basis of other than full and open competition. This effort involves a 60-month total ordering period and period of performance.Under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), "For DoD, the National Aeronautical and Space Administration, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to
any other source would result in, - (B) Unacceptable delays in fulfilling the agency’s requirements.” This contract shall be awarded on an other than full and open competitive basis to MTSI as the only source with the technical knowledge and expertise required to enhance and maintain the current suite of System of Systems modeling, digital simulation, HWIL and prototype development facilities. MTSI is uniquely qualified to perform these efforts as they are the only source that has the in-depth technical knowledge and expertise needed to proficiently perform them without the government experiencing unacceptable delays in fulfilling the agency’s needs associated with disruptions or suspensions of ongoing simulation mission efforts. Award to another source would result in substantial additional investment and unacceptable delays in fulfilling the agency’s requirement.All responsible sources may submit a proposal which will be considered by the agency within 15 days of this notice.
