Scope of Work
: Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services and incidentals for an open-end basis for Bus Tire Leasing for the Transit Division and various other Broward County agencies that may have need of these services and products.

 

Bid Allowance: 
The bid allowance amount of $48,000 for the initial two-year term will be added automatically to each vendor’s bid in Bidsync. Refer to Special Instructions to Vendors, Section G, Pass Thru Allowances for additional information.



Goal Participation:
This solicitation is open to the general marketplace.



Federal Transit Administration Requirements
: The successful Vendor is
required
to complete the applicable forms found in Federal Transit Administration Funding Supplement Requirements and Certification.

Refer to the Federal Transit Administration (FTA) United States Department of Transportation (USDOT) Funding Supplement, Exhibit 6, Buy America Certification. The form
must
be completed and submitted at time of solicitation due date in order to be responsive to solicitation requirements. Please indicate
Not Applicable/N/A
on the FTA Supplement Exhibits that are not applicable to this particular solicitation. Vendor(s) must complete the bottom of each form (date, name and signatures as indicate).



Basis of Award:
The basis of award is by total price of all line items; Vendor must bid all line items or may be deemed non-responsive. Contract shall be awarded by COUNTY to the responsible Bidder who has submitted either the lowest responsive, responsible bidder.



Request for Approved Equals
: Vendors may submit for Broward County’s consideration, a request to approve an equal product for a product/specification of this solicitation.  The Request for Approved Equals form must be submitted by email to the Purchasing Agent no later than August 9, 2019.  Refer to Special Instructions to Vendors for additional information.

 

Questions and Answers
:  The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via Bid Sync.
 


Submittals
: Vendor’s solicitation response must be submitted electronically through BidSync. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document.
In the event that the Vendor is having difficulty submitting the solicitation document through Bid Sync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance
.

Added on Aug 20, 2019:
Bid submission deadline is extended to August 30, 2019.  Broward County is preparing responses to the questions received by the deadline of August 09, 2019.  The County will respond to the timely received questions via Bid Sync.

Page 15, Specifications and Requirements, Section D - Tires,
Item 18, The County will supply lifts and floor jacks.

Item 19, The Contractor will be responsible to furnish mechanized equipment.

 
Page 15, Specifications and Requirements, Section E – Lost, Sold or Purchase, Item 1, as clarification, approximately 120 damaged tires are removed per month.
 

Page 16, Specifications and Requirements, Section F - Full Service, Item 1, as clarification, the required pull points are at 4/32" of tread depth on front and 2/32" of tread depth on rear.

The following is
a recommended

2 persons on nights/2 persons on days/1-person afternoons

Night Shift 1 person at each facility

The shifts will be every day, Monday through Sunday from 7:00 AM EST – 3:30 PM EST (Day) and 11:00 PM EST – 7:30 AM EST (Night).

The staffing will be three for Day - two at Copans and one at Ravenswood.

In addition to the three for the Day, one Supervisor shall provide service for both locations.
 

No contractor staff required from 3:30 PM EST to 11:30 PM EST (Afternoon)
 

Two for Night – one at Copans and one at Ravenswood.

In addition to the two for the Night, one Supervisor shall be available on an on-call basis and respond within one hour to either location upon request.
 
Page 19, Specifications and Requirements, Section G – Title of Tires, Item 2 is revised to the following: If, during the period of the contract, the County shall sell, or in any manner dispose of any of its buses, which shall have been equipped with

tires, or if for any reason the County shall discontinue the use of any such buses the County reserves the right to have the Contractor remove the tires from the rims and use them on other buses.
