Single Source Contract Award for the continued system integration, sustainment, and enhancement of Time Based Flow Management (TBFM) system

The Federal Aviation Administration (FAA or Agency) intends to award a contract to Leidos for the continued system integration, sustainment, and enhancement of Time Based Flow Management (TBFM) capability into the National Airspace System (NAS). This award will be on a single source basis pursuant to AMS 3.2.2.4 Single Source Contracting. On November 5, 2018, Market Survey No. 31843 was posted regarding the FAA requirement for the continued system integration, sustainment, and enhancement of TBFM currently performed under contract DTFAWA-10-C-00052. The purpose of the Market Survey was to determine availability of competition to sustain and enhance within specific intrinsic aspects of the existing TBFM system. Based on the results of the market survey, the Agency has determined adequate competition does not exist to conduct an unrestricted competition for the continued system integration, sustainment, and enhancement of TBFM. This single source will put the FAA in a position to revisit a competition in 2025. The FAA is not seeking or accepting unsolicited proposals.
