The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Edgewood Contracting Division (ECD) intends to award a sole source Cost-Plus-Fixed Fee contract to Leidos, Inc., 3465 Box Hill Corporate Center Drive, Abingdon, MD 21009. The NAICS code for this requirement is 541690 and the size standard is $15,000,000.00.The proposed action is to provide technical, management, administrative, and oversight support for Chemical Weapons Convention (CWC) compliance activities. The contractor will produce documentation such as annual reports and annual destruction plans. These documents are required to be submitted to the Organisation for Prohibition of Chemical Weapons (OPCW) to comply with treaty obligations under the CWC. In addition, the contractor will support the Government in the conduct of assessments of the ability of chemical weapons storage and destruction sites to comply with the CWC. These assessments are known as site assistance visits (SAV). To ensure compliance with the
CWC, the Performance Work Statement (PWS) requires the contractor to provide nine fulltime equivalents (FTEs) at the time of contract award. Two people to be stationed at each (four people total) of the two chemical weapons destruction sites, which are the Pueblo Chemical Agent Pilot Plant (PCAPP) and the Blue Grass Chemical Agent Pilot Plant (BGCAPP). Their duties are to review reports, interact with international inspectors and provide guidance to the operators of the facility. Five personnel will be stationed at the contractor's home office in Abingdon Maryland.The proposed effort will be solicited on the basis of other than full and open competition pursuant to FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.Interested persons must identify their interest, in writing, to the Government point of contact.
