CMS 2019 Master Labor Agreement Consulting

INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Joseph Swerdzewski and Associates, LLC, 6585 HWY 431 South, Suite E457, Hampton Cove, AL 35763-9230 for consultative support for preparation for the 2017 Master Labor Agreement (MLA) negotiations between the Centers for Medicare & Medicaid Services (CMS) and the American Federation of Government Employees, Local 1923 (AFGE or the Union). The period of performance is for twelve months. The sole source award will be made under the authority of 41 U.S.C. 235 ( C ) ( 1 ) as implemented by FAR6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because Joseph Swerdzewski and Associates is the only known contractor that has the necessary expertise and

experience to provide this specialized skill set on an expert level.CMS REQUIREMENTS: CMS seeks research, analysis, and consultative services in pursuit of a new MLA including advice and guidance on Executive Order 13522 to establish a cooperative and productive form of labor-management relations.NAICS CODES: The North American Industry Classification System (NAICS) is 541612 (Human Resources Consulting Services) and the size standard is $15,000,000.00.INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
