Added:Oct 18, 2019 5:26 pm The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the HHD S-269 and S-270 Ramp Paving and Electrical Service Project. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.The proposed project will be a Firm Fixed Price (FFP) contract. The type of solicitation to be issued is anticipated to be Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information
in response to said synopsis or any follow-up information requested.The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors.Description of Project:The work includes asphalt paving of existing lime rock landside/lakeside ramps and service platforms as well as installing conduit and pull boxes for future permanent electrical service at S-269 and S-270. The work will require regrading and placement of lime rock base material, placement of Superpave Type SP-9.5 or 12.5 asphalt pavement in accordance with FDOT specifications, excavation of electrical conduit trenches, installation of electrical conduit/pull boxes and backfill of conduit trenches to 95% maximum density.Specific Project Challenges:Existing lime rock ramps and service platforms have been exposed to the elements over the last several years. This has resulted in growth of vegetation and erosion of the lime rock surfaces. Earthwork activities including reworking existing lime rock and addition of clean lime rock will be required prior to placement of finish asphalt pavement.Several tight areas are evident around the existing service platforms and control building. Special equipment and/or experienced personnel will be required to provide a smooth, continuous asphalt surface in these areas.The grade of asphalt pavement varies from minimal to steep. The contractor must have adequate experience to provide asphalt pavement per the slopes and grades indicated on the construction plans.The contractor must be able to provide as-builts of the finished work acceptable to the Government.The Estimated Magnitude of construction is between $250,000 and $500,000.The estimated period of performance is 60 Calendar days from the date of Notice to Proceed.The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $39.5 million.Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information:1. Firm's name, address, point of contact, phone number, website, and email address.2. Firm's interest in bidding on the solicitation when it is issued.3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute comparable work performed within the past 10 years. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 2 example. Emphasis should be on projects that included similar environmental conditions and stone requirements.4. Firm's Business category and Business Size -Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable - existing and potential.6.
