Opportunity Summary
The State of Oregon, acting by and through the Department of Administrative Services on behalf of Bureau of Labor and Industries, ("Agency"), is issuing this RFP for professional services to promote Pre-Apprenticeship for Highway Construction Trades ("Services").
Additional details on the Scope of the goods or services or both are included in the Statement of Work for the Sample Contract ( Attachment A - Exhibit A).

Proposals will be separately evaluated in seven (7) Service Categories that are each intended to provide outreach, recruitment, and pre-apprenticeship training to promote entry into registered apprenticeship programs in highway construction trades. Proposers may submit proposals for one (1), several, or all seven (7) Service Categories. To the extent possible, based on Proposals meeting all of the requirements of the RFP and scoring within the competitive range, the Agency intends to award one or multiple contracts between $25,000 for one Service Category and $450,000 for all Service Categories based on the Proposals that are received from this RFP.

The initial term of the Contract is anticipated to be two (2) years (approximately January 1, 2020 to January 1, 2022) with options to extend for additional terms.

Agency encourages collaboration between workforce partners, particularly with Local Joint Committees, Contractors in the Highway Construction Trades and Occupations, and Researchers qualified to perform Evidence Based Research, and the State urges Proposers to take reasonable steps to ensure that COBID certified firms are provided an equal opportunity to compete for and participate in the performance of any subcontracts resulting from this procurement.
