Added:Oct 30, 2019 7:04 pm The Department of Veterans Affairs, Regional Procurement Office East/Network Contracting Office 4, on behalf of the VA Pittsburgh Healthcare System, anticipates the award of a Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for ground Ambulance Transportation Services. These services are being acquired in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial Items. Please see the attached solicitation 36C244-20-Q-0052 for additional information regarding this requirement. This is an open market solicitation.The government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with four (4) periods of performance. Award will be made by evaluating quoters prices, and then evaluate the apparent lowest-priced quote for acceptability under the technical factor. If the lowest-price quoter was evaluated as unacceptable, the agency shall then consider the acceptability of the next lowest-price
quoter, continuing this process as necessary. Technical acceptability will be based on the quoter s ability to meet the requirements of Performance Work Statement based on the provided capability statement. Please see the attached solicitation for a Performance Work Statement (PWS), terms and conditions. Offers shall be submitted in accordance with the solicitation.The applicable North American Industry Classification System Code (NAICS) for this procurement is 621910 Ambulance Services, which has a size standard of $15.0 Million.All interested parties must be a licensed provider of ambulance services in the state of Pennsylvania by the Pennsylvania Department of Health Bureau of Emergency Medical Services at the time of quote submission. Any quote received without the required licensure will be deemed non-responsive.In addition, all interested parties must also be registered in the System for Award Management (SAM) database (https://sam.gov/SAM/) and complete online Representations and Certifications at (https://sam.gov/SAM/) prior to submitting a quote. If claiming veteran status, you must be verified in VIP (www.VIP.VETBIZ.gov) as a Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Businesses (VOSB) prior to submitting a quote.Information and solicitation documents for this solicitation will be posted on FedBizOpps at http://www.fedbizopps.gov.
