This requirement is in support of the test results report for the Submarine Valve Regulated Lead Acid (SVRLA) battery Negative Charge Efficiency Design of Experiments (DOE) to improve the cells negative plate charge efficiency while in operation. The DOE tests are

specific to Exide SVLRA Batteries. The acceptance of the unsolicited proposal is based solely upon the unique capability of the source to perform the DOE test proposed. The anticipate award is first quarter fiscal year 2020.All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.Contractor must be properly registered in the System for Award Management (SAM).
