NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES INCLUDING POSTAGE AND SHIPPING WILL ARISE AS A RESULT OF THE SUBMISSION OF INFORMATIONClinton County Snow RemovalRequirementsThe GSA owns and operates the four (4) Land Ports of Entry (LPOEs - Border Stations) in Clinton County, NY; Rouses Point, Overtons, Mooers and Champlain .Part of these operations include snow removal and ice control at these LPOEs.The Period of performance is 1 October through 30 April of the following calendar year and would begin 1 October 2019. This would be a 5 year contract with the Base Year and the possibility of 4 Option Years.The summarized scope of work is:The contractor shall furnish and have immediately available all required labor, supervision, equipment, supplies, and materials needed to perform snow plowing and
removal as well as ice control as required by this Contract. All Contract locations operate 24 hours per day, 7 days per week, including ALL Federal holidays.The Champlain Border Station contains approximately 49 acres (2,126,485sq. ft.) of paved surfaces, including roadways, parking and standing areas, sidewalks, inspection areas, and loading docks. Contractor shall ensure the Cargo Parking lot traffic patterns for the Exit path/route, NII Building (X-Ray building in Cargo Parking Lot) and to USDA (Vet) building are always open.Rouses Point Border Station consists of 8,400 SF of parking area and 24,687 SF of other paved areas.Overton's Corners Border Station consists of 2,420 SF of parking area and 12,166 SF of other paved areas.Mooers Border Station consists of 2,500 SF of parking area and 10,091 SF of other paved areas.There is a very strict equipment requirement that all diesel equipment must have up to date diesel emission control technologies. An equipment listing will be required as part of the official proposal.This is a SOURCES SOUGHT NOTICE for planning purposes only. Market research is being conducted to determine if there are Small Businesses with the capabilities to perform the required work.All interested parties should submit a capabilities package to include:1. Please indicate applicable socio-economic category or indicate if no socioeconomic categories apply.2. Please provide examples of projects that were completed within the last five years; that included the work specified above that will be required under this project.3. A written letter of interest that must contain the following information:•Name and address of company (include phone and fax numbers)•Name and email address of the point of contact within the company•Tax Identification Number and Dunn & Bradstreet Number•NAICS code(s) the company operates underAll information submitted is subject to verification. Additional information may be requested to substantiate responses. Responses may not be more than 5 pages.THERE IS NO SOLICITATION AT THIS TIME, this is not a Request for Proposal. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. All information furnished to the Government in response to this notice will be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only.Submission Instructions: As this notice is a Sources Sought announcement, interested firms should submit the requested information to James Berring, Contracting Officer. All responses must be submitted via email to james.berring@gsa.gov by 4:00pm EST on April 26, 2019.
