Description of the Requirement:
The purpose of this project is to conduct a nation-wide mystery shopping exercise at six of Canada’s largest Financial Institutions (FIs). FCAC requires a firm to
design and implement a nation-wide mystery shopping exercise while operating within FCAC requirements as set out in this Statement of Work.
FCAC is seeking to engage a firm that can collect high quality data using reasonable and believable scenarios. The project must use a mixed-methods research design that gathers both quantitative qualitative data from mystery shoppers about how financial products and/or services are sold.
The firm must have demonstrable mystery shopping experience in Canada, as well as experience in research, data collection, analysis and reporting on qualitative and quantitative research.
Trade Agreements
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canadian Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), Canada-Honduras Free Trade Agreement, Canada-Korea Free Trade Agreement, the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada–Ukraine Free trade agreement, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.

The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of protected B, issued by the Canadian Industrial Security Directorate, Public Services and Procurement Canada
Personnel Security level – RELIABILITY STATUS;
Contractor will be required to sign a confidentiality agreement prior to commencing work.
