Added:Jun 14, 2019 2:40 pm THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to:Wyatt Technology6330 Hollister AvenueSanta Barbara, CA 93117Description of Requirement: The objective of this sole source award is to procure the following items:In our lab, we do research on pectin. We modify pectin by heat and enzymatically; this changes the molecular weight of pectin. When we do this, it changes the functionality of the pectin. Specifically, with the liquid chromatography equipment in my lab, I analyze the molecular weight of these modified pectin. At this time, my chromatography system is manufactured by Wyatt Technology. A few of these instruments have completely stopped working, others are too old and no longer serviced by Wyatt. We need to upgrade these instruments, and
Wyatt instruments are the only ones that can be integrated into our existing chromatography system to accomplish the required analytical requirements. Wyatt Technology is the only source for these instruments that will be compatible with our current instrumentation and software.Our laboratory uses Size Exclusion Chromatography coupled to a Multi-Angle Laser Light Scattering Detector, Refractive Index Detector and Viscosity Detector to determine the macromolecular properties of pectin extracted from citrus peel and other plant tissues. This chromatography system is used to determine molecular weight and intrinsic viscosity among other pectin properties. Our system is an integrated system manufactured by Wyatt Instruments. Our current viscosity detector has stopped working and is no longer supported by the manufacturer due to age. Wyatt Instruments is the sole manufacturer that can supply a new instrument that will be compatible with the other components of this system, including software for operating the system and evaluating the data obtained.The NAICS code for this requirement is 334516; the small business size standard is 1000 employees.This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement.
