This solicitation is for the acquisition of a Base Maintenance Contract (BMC) at Kirtland AFB, NM. The BMC is vital to the support of Kirtland's warfighting missions and touches every person and organization on the installation. The BMC will provide management services for approximately 7.43 million square feet in 1,794 facilities and 51,558 acres of land to include Administration Management & Customer Support; Facility & Infrastructure Maintenance; Operations Management; Grounds Maintenance; Engineer Services (Planning, Programming, Design Management and Construction Management); Maintenance Engineering; Real Property Management; Asset Management; Logistics Support (Material Control); Information Management; and Emergency Management & Response for Kirtland AFB and mission partners.

This acquisition is totally set-aside for small businesses. The North American Industry Classification System (NAICS) Code is 561210 Facilities Support
Services, with corresponding annual size standard of $38,500,000.
The Government intends to award one Cost-Plus-Fixed-Fee (CPFF) type contract from this solicitation. This acquisition provides for a contract effort to include a 60-day transition period, a 10-month base period, and nine 1-year options for a total contract length of 10 years. The Government may require the Contractor to continue performance for an additional period of up to six months under the FAR 52.217-8 Option to Extend Services Clause. This is a competitive source selection conducted in accordance with FAR 15.3, as supplemented, in which the Government may trade off competing offeror's past performance with price, for all technically acceptable proposals. The technical evaluation factors are as follows: (1) Base Maintenance Operations; (2) Base Maintenance Readiness and Emergency Management (3) Quality Control; and (4) Organizational Structure. The Government will evaluate past performance as significantly more important than price on technically acceptable proposals. Award will be made to the offeror who is deemed responsible in accordance with the FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L-Instructions to Offerors), and is assessed based on the evaluation factors and subfactors to represent the best value to the Government. The Government seeks to award to the offeror who gives the Air Force the greatest confidence they will best meet the requirements.
A one-time pre-solicitation site visit will be conducted at Kirtland AFB, NM. The exact date, time, and location of the pre-solicitation site visit will be provided with the Draft Request for Proposals (RFP). Registration will be necessary and all required information and details will be posted here.
Information regarding this requirement was previously posted under announcement number FA9401-15-R-BMC1. No further information regarding this requirement will be posted under that announcement number, although the announcement will remain active. FA9401-15-R-BMC1 will be archived after award of a contract resulting from this announcement.

Industry Day & Draft Request For Proposal
Industry Day, February 24, 2017
An Industry Day will be held February 24, 2017 at the Air Force Safety Center, Kirtland AFB, NM. This Industry Event will be held to ensure understanding by all interested parties of the contract scope, including the Performance Work Statement (PWS), and the solicitation. Prior to the event, a draft Request for Proposal (RFP) will be released via FBO for industry review. It is highly encouraged that all interested parties attend this Industry Event in order to actively and effectively participate in this acquisition.

The Government will provide briefings, and an opportunity to ask questions in an open environment, on February 24, 2017 from 9:00 am to 2:00 pm.
Offerors are encouraged to submit questions using the attached Q&A Template to be answered in open forum no later than (NLT) 3:00 pm MST on February 13, 2017. The attendee list and all presentations and questions and answers asked during the open session will be published on FBO.

The Department of the Air Force (the Government) is seeking industry feedback regarding the Draft Request for Proposal (RFP) prior to issuance of a formal solicitation. The Government may incorporate into the final version of the RFP and RFP attachments any information or comment resulting from this request that is determined to be useful. This notice is issued solely for information and planning purposes.
THIS IS NOT A REQUEST FOR PROPOSAL and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. NOTICE OF CONTRACT TYPE CONVERSION

The Government wishes to call attention to Section H of the draft RFP which clearly expresses the Government's intent to award a cost-plus-fixed-fee (CPFF) contract and later negotiate a firm-fixed-price (FFP) contract. While the particulars of H-2, Contract Type Conversion, may slightly change, the intent remains the same.

Would the Government allow Industry to say what the salary costs of certain personnel are, in order to illustrate the point that the qualifications must be reduced?

Mar 31, 2017 1:06 pm During the most recent Q&A session numerous questions were received regarding the potential cost of this requirement. Please note that the government is not soliciting this acquisition under the Lowest Price Technically Acceptable (LPTA) source selection procedures. The acquisition strategy is Subjective Tradeoff, specifically Price Performance Tradeoff (PPT). As such the affordability of the contract, while still a concern for the government, is secondary to that of acquiring a contract that will most effectively meet the performance standards, including qualification levels, which have been set forth in the Performance Work Statement (PWS). Please see RFP Section M Paragraph 1.0 for further information regarding the basis for contract award.
