1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items in conjunction with (FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the RFQ number is SP3300-19-Q-5024.2. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-01 Effective 6 May 2019 and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190430, 30 Apr 2019 edition and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 PROCLTR 19-12, Effective 14 May 2019. This RFQ is being issued to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) delivery orders for an ordering period not to exceed (NTE) five (5) years from the date of contract award. The contract is for the acquisition of Police Uniform Sets and shall conform with the requirements in the Schedule of Supplies provided atAttachment 1. This is a brand name or equal, commercially available requirement needed to sustain the existing requirement for Police Uniform Sets utilized by the DLA Distribution Police Officers sited at DLA Installation Support, Susquehanna, PA and DLA Installation Support, San Joaquin, CA.4. This RFQ is solicited as an Unrestricted procurement. The North American Industry Classification System (NAICS) code for this project is 315210 and the size standard is 750 Employees. The Federal Supply Code (FSC) is 8415 - Clothing, Special Purpose.5. The estimated Ordering Period shall be on or about as follows:28 June 2019 through 27 June 2024.6. Minimum and Maximum Quantities: The minimum value is a total of $7,850.00 for the five (5) year ordering period. The maximum value is not to exceed $350,000.00 for the five (5) year ordering period. (The total maximum value is not to be exceeded without prior approval of the contracting officer).7. Any award resulting from this RFQ will be issued on a Standard Form (SF) 1449.8. SYSTEM FOR AWARD MANAGEMENT - In accordance with FAR 52.204-7 System for Award Management (OCT 2018),(b)(1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM.(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. Please reference the clause for more information.9. MULTIPLE AWARD: The Government reserves the right to award more than one Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation. The Government will separately evaluate the total price for CLINS 0001 - 0022 and 0023 - 0035, inclusive of Options for the lowest priced, technically acceptable offer(s). If there is one offeror determined to be Lowest Priced, Technically Acceptable for both CLIN groups, only one award shall be made.Vendors may submit quotes for CLINS 0001 - 0022 or CLINS 0023 - 0035, or for both CLIN groups.10. ESTIMATED QUANTITIES: The quantities shown in the Schedule of Supplies are estimated only. They represent the Government's best-known estimate for each line item. Payment will be made only for the actual quantities provided to the Government at the price specified. If the Government requirements do not result in the quantities estimated, such event shall not constitute the basis for an equitable price adjustment under the contract.11. Questions shall be submitted by electronic mail to the Acquisition Specialist, Justin L. Burger via email at justin.burger@dla.mil, appropriate subject: SP3300-19-Q-5024 Solicitation Question. Question(s) must be received by 3:30 p.m. Eastern local time on June 10, 2019. Answers to questions will be posted to the FEDBIZOPPS website via an amendment to the solicitation.The Government is not soliciting for the "same old way" of doing business. The Government encourages quotes that will achieve savings through innovative processes. Furthermore, DLA Distribution personnel are working to eliminate unnecessary requirements and negotiating for a reduction in supplies/material prices. Therefore, your assistance is requested in reducing prices and improving our buying processes.
