THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for Welding Services for inmates at the Federal Correctional Complex (FCC) located in Victorville, CA. The NAICS Code is 611519. The contractor shall provide services in the form of Welding duties to the Education Department. Contractor to provide instruction during the day in the Vocational Training Workshop area, or at the Education Department at the FCC Victorville between the hours of 7:30 A.M. to 10:45 A.M., and/or 11:45 A.M. to 2:45 P.M. Monday thru Friday, or other hours as agreed to by the Supervisor of Education (SOE). The courses will be taught two (2) to three (3) days per week for each of the four institutions referenced above in the first paragraph. Specific dates for the classes will be determined by the SOE/ASOE and the contractor. Class size will be up to 14 inmate
students per course or as determined by the SOE. Each class will consist of 18 hours of lecture and 54 hours of laboratory hours, which totals to 72 sessions, minimum, according to industry standards per year. There will be up to 4 classes per year. Registration fees, tuition, lab fees, test preparation, and any incidental fees, will be included in the contract price, including textbooks, and all other classroom materials. The Contractor must be a community or junior college staff listed in the directory entitled Accredited Institutions of Higher Education, Western Association of Schools and College. All contractor staff assigned to provide instructional services as part of this contract must be appropriately licensed /certified and have at least two years teaching experience in a classroom setting. The Contractor shall provide pre-approved and qualified personnel to act as an alternate instructor in the event of the primary instructor's absence, or the course will be extended additional session(s) to complete the course curriculum. The Government contemplates awarding a requirements-type contract with firm-fixed unit prices resulting from the forthcoming solicitation. The contract period shall consist of a base year and four option years. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Market Survey Questionnaire will be available on or about April 10, 2019, and will be distributed solely through Federal Business Opportunities (FedBizOpps). All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site.
