The international standard for VoIP in Air Traffic Control (ATC) has recently been approved at Rev C and the Federal Aviation Administration (FAA) contemplates educational training on the new version. The FAA potentially seeks two (5) day training courses, with a maximum of 16 attendees per training course (32 attendees total) which will take place at the FAA Oklahoma City location. The FAA is seeking educational training that includes the following: 1)The course must provide a broad picture of VoIP technology and its application to ATS Ground Voice Networks starting with a technology and functionality overview of today's operational telephone and radio networks followed by a high level description of how VoIP will be used in aeronautical ground telephone and radio communications. 2)The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Telephone interfaces + Telephone Lab. The course must provide in-depth details about VoIP functionality in the ATS
Ground Telephone network followed by an explanation of the configuration and functionality of ED-137C Telephone Emulator. The course must have the participants undertake a practical lab session using ED-137C Telephone Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Telephone Interfaces. 3)The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Radio interfaces + Radio Lab. The course must provide in-depth details about VoIP functionality in the ATS Ground Radio network followed an explanation of the configuration and functionality of ED-137C Radio Emulator. The participants must undertake a practical lab session using ED-137C Radio Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Radio Interfaces. 4)The course must provide technical details about EUROCAE VoIP (ED-137/138) in ATM Ground Recording Interfaces + Recording Lab. The course must provide in-depth details about VoIP functionality in the ATS Ground Recording network followed by an explanation of the configuration and functionality of ED-137C Recorder Emulator. The participants must undertake practical lab sessions using ED-137C Radio Emulators connected through a Network and performing a series with test case scenarios in order to fully understand the ED-137C Recorder Interfaces. 5)The course must provide technical details about EUROCAE VoIP Network performance, Performance Measurements, ED-138 Network Performance Monitoring Tool lab and VoIP Communication security. This must include the examination of network performance and supervision aspects, Network Emulator/Performance Measurements followed by a practical lab using the ED-138 Network Performance Monitoring tool. This must be followed by VoIP communication security aspects. COURSE DELIVERY The course must start at 9:00am (CST) and finish at 5:00pm (CST) each day. The course delivery time (i.e. lecturing time) must be 6 hours per day. There must be 10 or 20 minute breaks every hour with a one hour timeslot for lunch (not included in the 6 hours delivery time). The course language must be in English and the course book accompanying the course must be written in English. Participants must be able to ask questions whenever necessary as the course progresses. COURSE MATERIAL The Offeror must provide all emulators and course material required for this course. Each attendee must be provided a set of course books divided in parts containing slides for each module. All course material must be provided on-site two (2) days before the course commences. ONSITE COURSE FACILITIES The FAA in Oklahoma City will provide facilities for the course to be conducted. The facility will have a video, projection screen, white board and/or flip chart with marker pens. The room used for the course delivery swill have enough capacity to comfortably sit all course attendees, allowing each of them to rest their course workbooks on a table in front of them. The room will allow all participants a good view of the projection screen. TRAINER/FACILITATOR EXPERIENCE The FAA seeks a trainer/facilitator that has a minimum of 15 yearsâ€TM experience with EUROCAE VoIP (ED-137/138) in ATM Standards.
