N00164-19-R-JQ59 - SOLE SOURCE - PROCUREMENT, TT&E, and REPAIRS OF INTEGRATED DEWAR/COOLER ASSEMBLY - FSC/PSC 5855 - NAICS: 334413Issue Date: 23 April 2019 - Closing Date: 10 May 2019 - 2:00 PM EDTNaval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of Integrated Dewar/Cooler Assemblies (IDCAs) Standard Definition Staring Detector Assemblies in support of Multi-Spectral Targeting System (MTS)-A Mid-Wave Infra-Red (MWIR) Electro-Optic Sensor Systems; procurement of IDCAs to support MTS-C High Definition (HD) MWIR Electro-Optic Sensor Systems; procurement of spares; Test, Teardown and Evaluation (TT&E); and Repairs.The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Raytheon Vision Systems, Goleta, California under the authority of FAR 6.302-1 Only One Responsible Source. The basis for restricting competition is the duplicative cost to the Government that is not expected to be

recovered through competition and unacceptable delays in fulfilling the agency requirement through another source.This will be a five (5) year Indefinite Delivery-Indefinite Quantity (IDIQ) with an estimated value of $1,900,000.All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
