BFT is seeking responses from qualified and experienced individuals, teams, or firms interested in providing marketing, media buying, and video production services which align with BFT's professional image, goal achievement, and branding. The purpose of this RFP is to establish a multiple year, up to five (5) years, Contract for services that include each Category listed below. The Awarded Contractor or Contractor's will have expertise and provide support in the following Categories of service:Category A: Marketing ServicesCategory B: Media Buying ServicesCategory C: Video Production ServicesThe Awarded Contractor(s) will perform work in support of the following BFT’s goals and objectives in cooperation with BFT Staff:Promote BFT services that result in increased Fixed Route Ridership and increase Vanpool customer base.Increase awareness of the value and benefit BFT provides to key audiences. This includes area residents, commuters, youth, seniors, employers, community organizations,
veterans, Spanish Language, and other designated stakeholder groups.Build and maintain positive relationships with BFT customers, taxpayers, community partners, and news media, among others.Advance BFT’s brand and the delivery of a positive brand promise.Inform customers, stakeholders, and the general public about BFT news and activities.Position BFT as a customer-focused, cost effective, and valuable public service agency in Benton and Franklin Counties and as an innovative leader in the public transportation industry.Encourage community and stakeholder participation in BFT’s planning efforts and public involvement opportunities.BackgroundBFT is responsible for providing Fixed Route (bus), Dial-A-Ride (Paratransit), Vanpool (Rideshare), and contracted services for first-and-last mile commute options to Benton and Franklin County residents and visitors. This customer base, commonly referred to as Tri-Cities, is one of the fastest growing areas in Washington State. According to the Benton Franklin Council of Governments, regional population will reach 369,700 by the year 2040, a 50% increase in population over the 2017 base year. As population grows, so will the demand and need for transit. In fact, BFT recently expanded services to include a new series of Frequent Corridor Routes (METRO Routes) and Sunday Service. BFT recently implemented Free Fare for Youth, Veterans and Seniors.
