The purpose of this study is to produce a Caltrans District 7 and Metro Multimodal Highway Strategic Plan (Plan). The Plan is intended to outline a jointly developed multimodal SHS vision to reduce GHG emissions and VMT while improving mobility in LA County. It will evaluate the planning and programming efforts of both organizations and provide information on how to align targeted investments in the SHS that further this core vision. Although the Plan will focus on the SHS within LA County, complementary Countywide multimodal solutions will be an integral part¿and expected outcome¿ of the Plan. The Plan will apply the policy framework established through SB 743, EO-N-19-19, EO-N-79-20, the Climate Action Plan for Transportation Infrastructure (CAPTI) and recent Metro Board Actions promoting multimodal investment on the SHS (June 2020 and May 2022), to evaluate, align and guide the multimodal solutions developed and proposed in the Plan. Critically, the Plan will explicitly consider
and be informed by the Caltrans Department¿s Equity Statement and Metro¿s Equity Platform. This Plan will consider DACs, Metro¿s Equity Focus Communities (EFCs), and environmental and social justice throughout each task. Communication with DACs and EFCs will be a vital part of the engagement process, with Caltrans¿ Office of Race and Equity and Metro¿s Office of Equity and Race involved in the Plan¿s development. The Plan will move State, County, and Federal goals forward related to multimodal mobility improvements on the SHS that prioritize all transportation users. It will develop a narrative supporting joint investment in the highway system focused on connected multimodal projects over the next fifteen years.
