The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Starrag USA for milling machine preventive and corrective maintenance services. The anticipated award date is 30 Sep 19.Starrag is the Original Equipment Manufacturer (OEM) of these machines, which were specially designed for the unique production needs of NFPC. Since Starrag is the OEM of the machines, Starrag is the only source that has the level of expertise, qualified personnel, and hands on knowledge to perform these services. Starrag's technicians have intimate knowledge of machine components to ensure machine downtime will be at a minimum.The contractor shall provide all materials, equipment, labor, and support necessary to provide preventive maintenance, open/inspect services, and repair damaged machines.Pursuant to 10 U.S.C 2304(c)(1), Starrag USA is the only source capable of fulfilling the Navy's requirements for the specified effort. The proposed
solicitation is for supplies and services the Government intends to solicit and negotiate with only one source IAW FAR 6.302-1. All responsible sources may submit a capability statement or proposal, which shall be considered by the agencyInterested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this synopsis shall be made in writing by E-mail with a subject of Milling Machine Preventive Maintenance/Corrective Maintenance Opportunity using the contact information provided in this synopsis.The Government expects the solicitation to be released on or about 17 April 2019.
