Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. The CFMCC course will be taught in Miami, Florida to support regional maritime commanders and senior leaders attending (as students) and lecturing (as guest speakers) at the course. NWC resident faculty
members prepare and coordinate the course syllabus, procure teaching materials, and fund administrative expenses. The qualifications for this position are unique in that they require a combination of professional education, operational experience as a Commander at the operational level of war (senior/executive levels), familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level. The ELOC course is tailored for an officer in the rank/pay-grade of Navy Captain/O-6 on the numbered fleet staff to bridge educational gaps between courses offered for the Flag level and those offered to officers in the pay-grades of 0-2 through 0-5. The course is taught at the NWC campus in Newport, RI with students assigned TAD for the week-long ELOC. NWC resident faculty members prepare and coordinate the course syllabus, procure teaching materials, and fund administrative expenses. Because the course attendees are senior 0-6s, it is necessary to contract an individual who can serve as a senior fellow and support faculty for the course. The qualifications for this position are unique in that they require a combination of professional education, operational experience in maritime warfare at senior/executive levels, experience as a numbered Fleet Commander, familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level.
