Added:Jan 17, 2019 11:33 am Hannibal Locks and Dam Conductor Rail Replacement SynopsisThe U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to replace the conductor rail at the Hannibal Locks and Dam located in Hannibal, Ohio. The general description of the work is as follows:The overall contract scope of work consists of replacing the existing conductor rail system along the dam service bridge and a new maintenance platform located below the bulkhead hoist platform structure. The magnitude of construction is between $250,000 and $500,000. The new conductor rail system and new maintenance platform materials will be provided by the government known as Government Furnished Property (GFP) on this project. The contractor shall provide complete installations and make the new system functioning as required per plans and specs. The work shall be completed within 270 calendar days after written Notice to Proceed.1. Installation of new Conductor Rails:Before the installation
of the government furnished conductor rail system, the contractor shall remove the existing conductor rails, including collector shoe assembly, mounting brackets, and cover along the existing system. The government furnished conductor rail system has been manufactured by the Conductix-Wampfler Company, Conductix Hevi-Bar II, 500A, 480V, 4 bars for 3 phases A, B, C and one ground. All four conductor rails will have UV stable PVC black covers from end to end. The total length of new system will be 1200 FT with all accessories as required. The government furnished conductor rail system will include a set of 250A tandem double collector shoe assembly for power connection. The contractor shall provide additional new supports for supporting government furnished conductor rail system as required. The new collector shoe assembly of conductor rails shall be mounted on the government furnished maintenance platform.2. Installation of New Conductor Rail Maintenance Platform:Contractor shall install the government furnished maintenance platform mounted below the bulkhead hoist operator's cabin to replace the existing maintenance platform of the conductor rail system. The government furnished maintenance platform is designed for a maximum live load of 50 PSF. The existing maintenance platform located below the bulkhead hoist operator's cabin shall be completely removed for accommodating the installation of new maintenance platform.3. Electrical Works:The contractor shall be responsible for all electrical works to comply with the current National Electrical Code NFPA-70 for completion of wiring from the new conductor rail system to power source and testing to make the new system functioning.This acquisition will be a 100% set aside for Small Business. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract. All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 4 February 2019, online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation.Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days.
