The Architect Engineer (AE) firm shall provide architectural and design services necessary to develop and produce site and design concepts, and provide design and construction consultant services for a new U.S. Courthouse for the U.S. District Court, Northern, Alabama. The new Courthouse will be approximately 123,000 gross square feet. This figure includes space for 26 inside, secured parking spaces. The Courthouse will also provide space for the U.S. Bankruptcy Court, U.S. Department of Justice - Marshals Service, U.S. Department of Justice - Attorney's Office, U.S. Probation Office and the U.S. General Services Administration (GSA). This new project will be a Federal courthouse in downtown Huntsville, Alabama. Residential development is located to the east of the proposed site, and vehicular-oriented commerce is located to its north, south and west. GSA intends that the design of the new courthouse be traditional in style, in keeping with other recent Federal courthouses in the
State of Alabama. The A/E must also demonstrate knowledge of judicial architectural traditions with application to the unique demands of the 21st-century Federal justice system. The design of the courthouse should also be sensitive to current municipal master planning initiatives.This project will be delivered utilizing the design build bridging project delivery method. Under this delivery method, GSA selects the "Bridging Architect" as the Owner's Design Consultant. The selected AE team completes the concept design in the same way an architect would do in traditional design services, with reviews and approvals by the GSA in accordance with the GSA PBS P-100 (P-100) Appendix A: Submission Requirements for New Construction

The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The Lead Designer will also be involved in commissioning an artist or artists for this project and in assisting with the successful integration of works of arts into the architectural design as part of GSA's Art-in-Architecture program.

In Stage II, shortlisted Lead Designer-AEs will be interviewed. AEs are advised that at least 35% of the level of contract effort must be performed in the State of Alabama in which the project is located. The AE will address the contractual relationship with the Lead Designer and project team in Stage II. GSA anticipates the award of the contract to the selected AE firm by August 2019. The anticipated time for completion of concept design is approximately 230 calendar days including time for GSA reviews.
