This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions.The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source, Firm Fixed Price contract for power factor testing and the lease of associated equipment noted below.   Northwest Division (NWD) Hydropower Test and Evaluation (HT&E) program performs periodic testing of generators, power transformers and transformer bearings, and circuit breakers and bushings, using power factor testing (in accordance with NWD Regulation 1130-2-7).  Power factor testing is a test technique providing information about the integrity of the insulation systems. The test is effective in detecting insulation contamination, the quality of the semiconducting and stress gradient coatings, the amount of void content, partial discharge damage, insulation delamination, and the quality of the impregnation process.NWD currently owns and employs
additional test equipment used to test and evaluate the condition of critical hydropower equipment (leakage reactance test set module and sweep frequency response analyzer) that must be capable of integrating with the high voltage equipment requested under this contract.  Reference the attached equipment lease and services document for details.  Currently the M4100 (High Voltage Apparatus Tester), M7100 (High Voltage Asset Analyzer), PDS200 EMI Surveyor, and associated equipment are the only known equipment that meets the noted criteria and compatibility with NWD owned equipment.  Additionally, this contract will include support for:Equipment Firmware Upgrades & Operational SupportDTA and DTAWeb Upgrades & Operational SupportDirect Engineering Consultation & Test Results Interpretation AssistanceUse of Doble’s historical test library, access to the Doble database through “DTA Web.”   Access to the historical test library is essential to the successful execution of this contract.Annual On-site Training (minimum of two five (5) day training sessions at a single location for each session determined by NWD)Maintenance & Test GuidesCalibration serviceOil Committee Services & Lab testing/analysis of insulating oil samples (up to $500 per year)Enoserv developer and user supportThe statutory authority for this non-competitive acquisition pursuant to 10 U.S.C. § 2304(c)(1 ), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 and DFARS 206.302-1, only one responsible source and no other type of services will satisfy agency requirements.The NAICS code is 334515 – Instrumentation Manufacturing for Measuring and Testing Electricity and Electrical Signals.  The size standard as defined by the U.S. Small Business Administration is 750 employees.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOALS OR QUOTATIONS.Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to provide support, maintenance and training listed above.If no affirmative written response is received by 2:00pm PST on 02 December 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
