Scope of Work:
To provide
Vending Machine Services
which includes, but is not limited to, furnishing, installing, maintaining, servicing, repairing and/or replacing and stocking automatic and/or refrigerated vending machines for dispensing non-alcoholic beverages, food, food products, candy and other vending items the County may designate from time to time on an as needed basis for the Broward County Facilities Management Division and various other Broward County agencies, including Port Everglades.
 


Goal Participation:
This solicitation is open to the general marketplace.



Basis of Award:
Group Award – It
is the intent of the County to award this contract to the responsive, responsible bidder by group offering the highest Yearly Gross Revenue to Broward County.  A bidder must bid all line items in a group to be considered responsive. (Refer to Special Instructions to Vendors, Section I. Basis of Award)



Questions and Answers:
The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via BidSync.



Submittals:
Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the
Purchasing Division website
or contact BidSync for submittal instructions. It is the Vendor's sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means.
Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.

The Yearly Gross Revenue to Broward County will be calculated after bid opening.

All Line Items on the Item Response Form have been revised. The quantity and unit of measure of each line item has been revised from

8.9 Vendor may add surveillance cameras, at no cost to the County, to Fresh Markets or Micro Markets only. Prior approval by the Contract Administrator will be required. Vendor will be responsible for adhering to the State of Florida’s Public Records Law (Refer to General Condition No. 31).

9.2 Vendor shall submit a cumulative monthly report of gross sales, by location, by machine.  A commission log of all monthly transactions for each location under contract shall be reported on an Excel

      spreadsheet.  Format must be approved prior to award (submitted to Contract Administrator within five (5) business days of request). The report should include the following information:

 

9.2.1. Machine number or identification

9.2.2. Category of Vending-Beverage (Bottle or Can), Snack, Combo or Healthy Market

9.2.3. Machine Location
(including, but not limited to, Building with floor location, Park area, Terminal number)

9.2.5   Total Units sold monthly by category

9.2.6   Gross sales by category

Specifications and Requirements, Section 9, Sales Collection, Reporting, Revenue, Billing and Auditing, has been revised as follows:
 

9.7 In a situation that adversely affects the normal operation of vending machine(s) (i.e. hurricane, natural disaster, power outage); vendor's monthly access fee will be paid on a pro-rated basis, in 24-hour
      increments, per each vending machine affected, until normal vending machine services can be resumed.  In the event that normal vending machine services cannot be resumed within thirty (30)
      consecutive days, County and vendor can mutually agree to either remove affected vending machines from this bid or relocate affected vending machines to other locations in need of vending machine
      service, if applicable. 
Note: Proration does not include vending machines located at Port Everglades.  The Port Everglades Department has several machines at various terminals which are
      
seasonal terminals. The monthly access fee for seasonal machines at Port Everglades is not adjustable.

 

2) Specifications and Requirements, Section 14, Frozen Food Vending Machine Specifications, has been revised as follows:

 

14. FROZEN FOOD VENDING MACHINE SPECIFICATIONS
 

14.1 Frozen food vending machine shall be best in class energy efficient using LED lighting.
 

14.2 Frozen food vending machine shall have a high-power, low maintenance cooling module providing low temperatures.  Temperature range shall be between -15ºF (-26ºC) to 5ºF (-15ºC). 


14.3 Frozen food vending machine shall be equipped with the following features:

A. First in, first out inventory
or Vendor shall rotate inventory to achieve first in, first out.  Expired inventory shall be promptly removed.

B. Full view multi-selection (variety) frozen foods

 

C. Frost-free heated glass front

D. Filtered air for long compressor life

E. User friendly customer interface and control menu

F. Easy selection pricing feature (cash or credit card)

G. Label holder providing easy price label inserting

H. Extended life during power outage (12 to 20 hours)

 

14.4 Frozen food vending machine shall be equipped with the capability to alert the vendor when the internal temperature rises above a pre-set level.
