Department of Veterans Affairs Telecom Analysis and Optimization Request for Information 36C10B20R0041 November 11, 2019 Introduction This Request for Information (RFI) is issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future. Furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information
being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Product Description/Performance Work Statement. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Objective: The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is seeking ways to shift from low-value to high-value work through the use of automation software. Specifically, the VA TAC is seeking potential solutions to automate elements of the Contracting Officer s contractor responsibility determination to ensure compliance with Federal Acquisition Regulation 9.103 and 9.104, as well as other repetitive reporting tasks. Background: The VA TAC is a multi-disciplined organization of acquisition professionals and support staff who provide streamlined business and contracting solutions for a variety of major Information Technology (IT) programs. In meeting this objective, the TAC is responsible for preparing and executing quality IT contracts that provide best value solutions to its customers. The organization employs approximately 200 people and awarded over 3,600 contract actions valued at over $4.7 billion in Fiscal Year 2019, 1,054 of which were for new contracts/order. Scope: VA TAC is seeking a commercial Software as a Service (SaaS) tool that utilizes robotic process automation to perform the following: Responsibility Determination: Collects contractor information from various systems to support a determination in accordance with FAR 9.104-1. Current systems include: System for Award Management (SAM) Federal Awardee Performance Integrity Information System (FAPIIS), publicly facing within the Contractor Performance Assessment Reporting System (CPARS). Dun and Bradstreet National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) Program Performance Capability to expand reporting to other systems/databases Automated assessment of responsibility findings for completeness, and highlight any negative findings associated with a specific contractor. The capability to provide reports regarding user (employee) usage of the contractor responsibility procurement bot, including the percentage of contracts where documentation was obtained by the bot. The report shall include data driven insights and recommendations on improving usage of the contractor responsibility procurement bot. Data displayed in real-time All Provided and Collected Data is exportable. Upon successful pilot, the solution should be rolled out to a user group of about 150 contracting employees. Contract options for scaling to other VA contracting organizations is also being contemplated.
