Added:Dec 14, 2018 9:23 am This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services, Government-wide, for over 12,000 domestic/ international airport or city pairs. The requirement-type contracts will be for one year beginning October 1, 2019, plus one 2-month option period and one 1-month option period. The contracts are for the movement of passengers and are used by almost all Federal Agencies and various other authorized users. Travel agent services will not be solicited under this solicitation. Prior to award, air carriers must be approved by the Department of Defense (DOD), as well as have appropriate Federal Aviation Administration certification. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program or receive a Letter of CRAF Technical Ineligibility from the United States Transportation Command (USTRANSCOM). Airlift Division at (618) 229-4801. All responsible sources will be considered.A Pre-solicitation Conference will be held on or about January 16, 2019. The final solicitation will be issued on or about February 15, 2019. Group 1 proposals are due on or about March 15, 2019, Group 2 proposals on or about April 10, 2019, Group 3 proposals on or about April 19, 2019. Dates may vary and official dates for offer submission will be issued with the Final Solicitation. The DRAFT AND FINAL SOLICITATIONS WILL BE AVAILABLE ONLY ON THE INTERNET AT FBO.GOV. This procurement is not set aside for small business concerns; however, all qualified small business concerns are encouraged to submit offers. The NAICS code for this procurement is 481111 and the size standard to be considered a small business is 1,500 employees or less.
