The Naval Surface Warfare Center Philadelphia Division (NSWCPD) negotiated and awarded a sole source contract to L3 Harris Technologies, Inc., 90 Nemco Way, Ayer, MA 01432 for Design Agent Engineering Services for CVN, DDG, LSD, LPD, LHD, LHA, and LCS ship class Steering Control and Navigation Control Systems and Machinery Control Systems.This procurement action was conducted in accordance with FAR Part 15.

NSWCPD intends to negotiate and award a ceiling increase modification to Contract N6449820D4026 with Northrop Grumman Maritime Systems (NGMS), 1070 Seminole Trail, Charlottesville, Virginia, for materials in support of the current Design Agent engineering services for Surface Combatant and Amphibious ship class Steering Control and Navigation Control Systems and Amphibious ship class Machinery Control Systems.

DDG-51 Integrated Bridge Controls (IBS) Systems provide a means of automating the collection, processing, and bridge watch stander's efficiency and navigational safety.  Integrated Bridge Controls systems implement ship control Algorithms to reliable control steering Machinery Control System and Fuel Control System (FCS) computer programs Shipboard and at LBES. 

Work will ensure ongoing regulatory compliance and update multiple Passenger Accommodations Spaces and other equipment onboard the vessel; including bow thruster controls and system upgrades, steering control(s) and system upgrades, fire detection control upgrades/updates/renewals, upgrades to main engine and generator governor control systems, miscellaneous solarium upgrades, walk-in freezer and refrigerator installation, galley refurbishments, removal

Systems, Navigation Control Systems, and Machinery Control Systems.

NSWCPD has a requirement to procure engineering and technical service support for Surface Combatant and Amphibious ship class Steering Control and Navigation Control Systems on Navy ships. It is the Government's intention to procure these services utilizing other than full and open competition, from Northrop Grumman Maritime Systems (NGMS) IAW FAR 6.302-1, as only Northrop Grumman meet the Government's requirements.
