Market research was performed through the review of previous acquisitions for the same or similar requirements and discussions with the requiring technical divisions. Due to the nature of this requirement, it was determined by the Deputy of Small Business, Procuring Contracting Officer (PCO) and the Subject Matter Expert that this requirement will be solicited on a sole source 8(a) procurement in accordance with FAR 19.8.  The requirement is below the $4 Million sole source threshold of FAR 19.805-1.   The requirement has been accepted by SBA and will be issued to Open San Consulting as a sole source 8(a) small business set aside.
